can we interchange these terms with each other,if not what's the difference between them?

No, these aren't interchangeable. When using the been, you always use 'has'.

Sometimes when speaking, people shorten the 'has' so that is sounds like, "He's been well." Maybe this is what is confusing you? In this case it looks and sounds just like it would if the person was using 'is.'
